I can tell that you're pretty upset, but you are mistaken about several things....

    The 1.3 patch didn't change anything about this. We couldn't even we wanted to; it's in the engine.

    First, if you go by what's in the manual then you should be upset about a lot of things. The manual was prepared well before the developers got close to the version that shipped. More on that later.

    The point is that the manual will tell you things that aren't so. Some changes make the game harder, some easier. The dev team tried to balance the game the best way they could given the constraints imposed on them. When in doubt they tried to err on the easy side.

    The original data file gave Normal Enchant a 10%, Expert 5%, Master 10% and GM 20%. This made no sense. We consulted with the lead designer and he confirmed that is was a mistake. On his recommendation we changed it to 5-10-10-20.

    Just because you don't like it doesn't mean it wasn't broken. You wouldn't have like the bugged Enchant once you trained up to Expert rank. There were other bugs we fixed which some people like to exploit; if that's what you like then don't used the patch.

    Right-clicking on any Spell will give you the details at your caster's current level. Several of these descriptions were inaccurate in the original version. We corrected them.

    I hope you're over your reliance on the manual by now. If not, you might want to spend some time comparing the manual data with the right-click in-game data of Spells, Skills, etc.

    Your 10% chance will occur when you advance to Expert. It makes more sense that an Expert would have a greater chance than a Novice.

    I'm not at all sure where you're coming from here. MM9 was flawed because the publisher put unreasonable demands on the dev team. I've nevr met a developer who didn't give 150% for the sake of the people who play their games.
