I think kkc had a way of forcing the game to take one to any map. Check over his posts from the first 6 months after release.Short of talking with the Jarl in the Afterlife, you could also to hex edit the event flags. Again, I think kkc had some notes on that. Knowing what flag to insert would require some investigation. I can find out if you need to go that route and get that far.
You should be able to get the missing villagers to respawn by deleting the minisaves for the village map. They should then give you their normal dialog.
