When u saw her the first time and asked her to prepare the treaty, she tells you to come back the next day to pick it up. (you don't actually have to wait that long, however, 10 minutes rest will do nicely). When you talk to her again, she says the Treaty is ready and gives it to you (YOU SOULD HAVE IT IN YOUR INVENTORY AT THIS TIME). Then when you have it, return to the 2 Jarls tell them you have a treaty and get them to agree to sign it (in Thronheim). That sequence of events has always triggered the meeting for me.
