If you find it, try having the character that is holding it as the active player when you speak to the Jarls. Sometimes that does the trick. If you don't find it, you could try speaking to the thronhiem Jarl once more just to make sure she won't give it to you. If that doesn't work then I can't help you. Sorry. (HTH).
