I wonder whether that random loot is a byproduct of the game deciding that it has already given you all of the artifacts and/or relics that it is going to. So you might, after tons of looting, occasionally get a minor item as a reroll from "Artifact". (Or perhaps from "Artifact that has already been assigned," though I expect you should have found many more than two in that case.)I've never been totally clear on the game's internal limit in that regard, and when it is or is not enforced. I just vaguely remember some other tavern members discussing it a long time ago (as well as the fact that it is nonetheless possible to pick up every artifact and relic in one game).
