The Dragon is only meant to drop loot of category level 6 and the shop only stock up to level 2. The beacon itelf is level 5. *HOWEVER* and it's a VERY big however, the Dragon on ocassion will drop a category 1-5 item, I've researched this quite a bit because the possibility of returning to EI always atracted me, even though as you point out it is useless.One one ocassion i recieved an elven saber and "leather boots of thiveing". The first item is category 1 and the 2nd item is category *3 I think*. I am merely extrapolating and think it is possible to get level 5 loot from the dragon. The lower level drops are VERY rare, i've only had 2 out of THOUSANDS of mephistoing and The odds of getting a Lloyds beacon scroll itself is MUCH rarer considering the other items which the dragon could drop.
This task is possible but hugely improbable, you could save yourself a lot of time by either editting the scroll in or editing one of your characters to learn it.
