Does Vampiric works on Bows? How does Vampiric works with Dualwield?

Not quite sure what you mean here, but TTBOMK the hit points a character gains from doing damage with a vampiric weapon only accrue from the damage done by that weapon. He/she won't derive any hit point benefit from damage done by a non-vampiric weapon in the other hand. Does that answer your question?

    Do i have to have two daggers to get full effect of lifesteal or will having both weapons with lifesteal give me double lifesteal? See immediately above. As I understand it, if a character wields two vampiric weapons, he/she will gain hit points from damage done by either one, but that's all. He/she won't get any doubled benefits.

    From what it seems when i actually try it, its even less than both those values.... Do i only gain 1/3 of the life back, like vampire's first spell?

By the time you'll find these weapons you should have soul drinker and the vampiric weapons are kind of useless. I'd personally rather have weapons with some kind of elemental damage or other good mods.

    Vampire weapons are suppose to heal about 20% of the damage inflicted if I remember correctly. Even with LV 60 Light buffing Magic duel wielding Necros only get up to about 100 damage per hit. I wouldn't depend on the vampire mod on weapons. For a magic heavy party I would just play conservative till you can get at least one member Soul drinker. At high levels one good Soul Drinker can almost heal the entire party.

Well it proved to be so... unfortunately, i thought vampiric weapons necros will be fun...

    By the time they could stand up and fight, my necromancers, they would already have enough mana to spark up everything or just destroy it with toxic clouds or lightnings. And still they hardly ever got back health lost in a real fight... Because its so random and the character who got hit is recovering meaning he will drain even less...

    Vampiric weapons add 1/5 of whole physical damage done to monster (by both weapons, including Heroism and skills bonuses). If you have 2 vampiric weapons, they both work. You don't get HP when you kill a monster, only non-lethal strikes add you HP.
    In MM8 you get min(damage/5, LeftHP/5) where LeftHP is amount of HP monster has after you hit him.
