I don't consider it a flaw in MM6 that you could learn GM spells at basic level....

    I much prefer being able to learn all the spells rather than the later level system that makes some spells unreachable to most characters. What is the use of having a GM spell that only 1 type of character can get and only after 2 promotions. This pretty much assures that the spell will not be useful for 90 percent of the game, if that. It would be far better use the level system to control how much the spell costs in casting points as well as the effects of the spell. That way the spells are always available to the characters but some may not be very useful till you increase your spell points. This system also made the game more open where the later ones were much more linear where you have to get this promotion before you can get this level to learn this spell to be able to do this quest.
