... at or near the minimum level at which you can tackle the place successfully. I've done it with a level 11 party, but believe you me, it's hard work, and I don't think you'll be able to do it without using physical weapons. Specifically, you need bows. The monsters in there are sufficiently tough that they may well run your party out of spell points, and considering your restrictions, your party is toast if that happens. The problem is not so much getting in, there's a way to bypass a lot of the worst opposition. But there's no way of avoiding them when you try and get out unless you have Town Portal or Lloyd's Beacon (or scrolls).It's a lot more comfortable with party members of levels around 25.
