if the designers intended characters (like peasants in the street, the Jarls, certain figures like the Dook) to be 'non-combatants', then why give them hit points?

in order words, if you can do damage to the Dook, and he eventually falls dead....he was given a hit-point total, which you reduced to zero and he dies..... why bother? if they are meant to be 'non-combatants'/invulnerable, just give them a null hit-point total so yuo can't inflict damage & kill them.
