1) Refer to http://telp.org/mm9/tavern/anyboard/posts/33932.html2) At least one of the other patches prevents a CD recognition problem on some systems. The TELP patch does not address that. Also, most of the other patches are specific to non-English localizations and the problems they introduced. Otherwise, TTBOMK, yes.
3) The CFG changes let you change the screen resolution. That made a slight improvement to the 3D images but it messed up the positioning of the 2D elements of the game. It might be worth the effort if you could figure out how to adjust the 2D elements, but I'm pretty sure that was hard-coded. Notes on the initial pixel coordinates are in the game resource files.
You also might want to play with the font files. Their legibility leaves a lot to be desired. That would be an easier task.
