It's part of a quest you won't get until much, much later in the game. Your party just got to Guberland, right? And when he says that, do they respond by saying "well if we ever need one we'll know where to go" or something like that? What happens is even though you spend forever playing till u have all the prizes, you can't make the trade till u get the quest.
