No internet, back to MM7

What levels are normal to finish this game at? all my chars were lvl 68, and at lvl 40 I destroyed tolberti. Just turned of TB and hacked at him on full speed, his attacks were rather slow and (luckily) he did not eradicate any of my players in the 10 sec that the fight lasted. I also remembered that devils were supposed to do high amounts of dmg, well apparently my party was not having any of that and received about 30hp per hit max. (Was able to run through the colony of zod with double speed with greyface patch).
