The problem is that the dragon is a big beast with what is basically a breath weapon, and once a rat (or any other small, low-slung monster) gets in close, the attacks go over its head. The only solution for the dragon is the top-level dragon ability, Wing Buffet. I know it sounds silly, but there it is.
