I've never tested this, not have I heard of anyone else testing it. Unless otherwise shown, I think that's it's safe to assume that it does what it says. The AC of your target is used to figure your 'Chance to Hit'. Your Chance is not a linear function of the target's AC, though. You can download a spreadsheet that will calculate the actual percentages at the link below. |
