We spent Christmas in Toronto one year, and I shall never forget hearing a ridiculously cheerful voice coming out of the radio saying "The temperature today on Queen Street West is –16 degrees, expected high today of –14 degrees." But as you imply, that's dry cold, which is quite tolerable, even to an Englishman — provided that there isn't a strong wind. Once it starts to blow, at those temperatures the best place is definitely indoors!

By the way, have you come across Montreal's "underground city"?
