A bog-standard 12 levels plus an amulet of Water Magic - an effective 18 levels.

But I've never got anywhere near that in the past with 12 levels plus Morgan plus a ring of Water Magic, and all my previous testing indicates that Water Magic level has nothing to do with it. Neither, TTBOMK, has time of day, location, or phase of the moon.
