When you visit the Arena you can chose to fight at one of several difficulty levels. The Monsters are randomly generated based on the level of the character in your party with the highest level. All things being equal, you will sometimes be given a hard challenge and sometimes an easy one. Save before entering so that you can reload if you don't like the odds.
