Where is Grognard and his army?

    I've set all three signal fires, exposed the goblin spy and yet there's not sight of Grognard and his troops. Is this some kind of a bug?

    Note that I lit the signal fires without saving and loading in between which else causes them to burn out and unable to be set again.
