For items with a straight boost, (for example +5 stealing) you need to have the skill to get any effect. For armsmaster you need expert level to see any difference, the basic level only shortens the reaction time. (Unless my memory fails me, which is very likely .) Giving a sorcerer any item that improves armsmaster is a waste of item.

For magic items, of somethingorother, the boost effect is 50% of the skill level you already have, rounded down. That means that you need a skill level of 2 to get any benefit from any boosting, 4 or 5 skill gives an extra 2 and so on. In principle a relic/artifact and a regular item both adds to the skill, if you click on the skill it will show how much extra you have. However, some stuff do not work according to specification. Taledon's helm does not add anything to light magic .
