Yes, high-level Mace (Grand 16+) outdoes Mace+ Sword combo

The same applies to Axe and Spear.
The fact is that when your char wields one weapon (technically, double sword and double dagger are just one weapon), (s)he gets
all Expert, Master and Grand bonuses - more chance to hit, more damage, more blows per game minute and Weapon-Specific bonuses.

So, as to damage delivered -
    1) Might-derived bonus (A person with Might 75 delivers appr. 10 hit damage with bare hands)
    2) + damage from a weapon itself (Mace 2d4+11 gives a 16 hit damage on average)
    3) + damage dependent on Mace level (say, level 16 is a 16-hit damage more)
= 42 hits per blow (without Heroism, Fire Aura etc. spell effects)

When two different weapons are wielded at once, you get only bonuses 1) and 2). No weapon level damage in "weapon combo" case.
