    Robert the Wise is programmed to appear after you complete all advisor quests, leave Celeste, and then return to Celeste. When you return, Resurrecta will appear and tell you to go see Robert the Wise. He will then be placed in his hostel in Celeste.

    If this does not work, email me your current SAVED Game and I will 'repair' it.
