Naal writes: I believe wands and scrolls cast there spells at the base level of whatever a spell is, although I really don't use wands or scrolls much other than for fly and invisibility. So a fireball wand cast a level 4 spell at expert level, a Meteor Shower wands casts it's spell at master level 7.
