... that's a common message in the original game, and I'll bet it means the same in this one. In the vanilla game, it usually meant that the player had not found the secret tunnels in the dungeon, where a few goblins were hiding. I couldn't guess where they'd be in the mod you're playing, but I'm 99% sure there'll be a goblin or two in some secret or secluded corner somewhere. WizEye should help.One problem with the original game was that the game engine occasionally miscounted. I found this when I was running a dark path party and had the quest to kill all the eagles. It told me that there were some left (which I found and killed), and then it again told me that there were some left. So I went away and hunted fruitlessly for them, but when I returned in exasperation, this time it was happy.
