Not yet having picked the next judge (but never having spoken to the ambassadors, who have disappeared and been replaced by the representatives of Bracada and Deyja), I went to see the queen--and got the "rescue the spy" mission; and the king gave me the Riverstride misson. Apparently you can do them even though the truce is in effect. (I am tempted, now that the two missions are in my quest book, to pick the arbiter before I do them, to see what happens; but maybe the game would blow up or something.)
