AFAIK, each character has two "slots" for equipping a magical item for any skill. All "normal" magical items come to the same "slot" so that only one of them (for each skill) becomes active. Artifacts can occupy both "slots". If the artifact occupies a slot not occupied by the normal item, it will stack with normal items. Otherwise, it will not stack and it will compete with normal items.
