I've done sums. The result is as follows.
Staff+Unarmed+Armsmaster is little effective indeed - as compared to Unarmed only. The same goes for Spear+Arsmaster. But when you consider items of Recovery, items of Arsmaster and of Unarmed, things change. (but keep in mind that 2 Level20 skill require 418 skill points while and one Level 29 skill requires 414 skill points) Assuming a party has 3 monks, (all having base physical damage = 10 hp and speed-based bonus = 8)
200 skill points back the Spearman produced 247 hp/min damage

Let's make even - the Complex Monk raises up another 6 levels in Armsmaster (that's 135 skill points) in order to reduce recovery to 30 and afterwards develop only Unarmed skill so that overall skill pool will be also 414+510. (i.e. (434-20)+(135+x), thus X = 375 skill points
