Caps for artifacts and relics? 01/23/2007, 17:57:53

Deman writes: I've been hearing from some people that the sum of artifacts and relics you're able to aquire is set during the start of a game. Others say that the maximum amount is always 13. Which, if any, of these two statements is correct?
