here are some levels i recommend, relative to skill expertise you can achieve in that skill (if you can achieve master, look at the recommendation i have for master, for expert look at expert etc.). Remember to count any bonuses you get to a skill
    perception, disarm and merchant:
basic: don't bother increasing any of these skills
    expert: 30
    master: 15
    grandmaster: 10

    id-item, repair item
basic: don't bother even getting them
    expert: 30
    master: 15
    grandmaster: 10

weapons: choose whichever weapon that your character(s) can get the best expertise with. And then level them to the highest expertise achieveable, and then only bother to increase them further if it gives you damage bonus. If you have a knight, don't level his non-bow weapons except to enable dual weilding, but learn him all. then skill armsmaster as much as you can. exceptions:

    unarmed:
basic: oO, even the 1 gold club will be better for you!
    expert: 20
master/grandmaster: fly me to the moon, and let me play among the stars... (whatever skill level you can get!)

    bow:
basic: just have it and a decent bow... no need to level it
    expert: 4
    master: 20
grandmaster: fly me to the moon...

misc skills, do not even look at skills you can't get above basic. And seriously reconsider any that you can only get expert. ANy i haven't or will not mention below, you level to the stars if you can get master/gm
    learning/meditation/bodybuilding:
basic: have it on level 1. you get a 10% starting bonus, sotechnically you begin at skill level 11
    expert: 10
    master: ra-ta-ta-ta-ta-ta-ta-ta-ta! keep leveling!
    grandmaster: 63!!

    identify monster/alchemy
basic: have aclhemy to make a little more complex potions, drop ID mon.
    expert: 4
    master: 7
    grandmaster: 10
