Walking across the water is no problem when you land on it, but the water is too low to allow you to Jump into the room from the bottom, and none of the areas at the correct height are close enough to allow you to Jump over the water into that room. Peter2 is correct that there are levers that will raise the water level so that you can enter that room, but there is a caveat. The light side tapestry is in that room, and as far as I know the levers will only raise the level of that pool if you have the "Steal the tapestry from Castle Lambent" quest.
