It is possible to steal items from stores without getting caught, but every time I've been caught, I've been banned. Unlike most Miscellaneous skills, getting to Grandmaster doesn't mean 100% (that'd make it sooooo easy...  ), so even a GM can get banned (it's just much less likely).
