    A new respawn period begins when you enter the area (dungeon) flagged for respawning. The flag is cleared, the area is repopulated, "flames" and chests are reset, and a new period is running. When the period elapses, the flag is set again, and the area is waiting for your arrival or it resets after your resting there.
    At the beginning of the game, all areas are flagged for respawning.

    Note that "changing an area" also means "entering a dungeon or any other similar place there". You can enter Stone City from Barrow Downs, turn back, leave - and trucks of gogs, ghosts, and gargoyles can be all around.

    The same is true for MM8 with the exception that the respawn period is always 2 years. There are no "6 month" or "always when you enter" areas in MM8.
