This is approximate, because I've never kept track of the exact timing of things, but the general game progression is:Talk to the Dwarf King, who gives you a quest.
Complete the quest and return to the Dwarf King, who rewards you by fixing your castle.
Go to your repaired castle and talk to the Elf and Human representatives there.
The Elves and Humans are at war; when you talk to the monarchs of each (in Pierpont and Erathia) they will give you quests to help them in the war.
Approximately 3 months after your castle was fixed the Elf-Human war ends; which one of them (or neither) ends up in control of *your* land (Harmondale) depends on a number of factors I won't go into here.
Approximately one month after the war ends, the Judge in Harmondale dies, then you wait some more (maybe a couple of weeks?)for the announcement that you have to choose the new Judge. Your choice determines whether your party is good or evil. You cannot complete any of the second promotion quests until this happens, because the good/evil parties get different quests.
I welcome any corrections to this timeline, because I do get confused and the waiting time (especially for choosing a new Judge) seems to vary from game to game.
