I had this problem upon re-installing....

    Apparently the uninstall left egistry entries behinf which fouled up the execution of the second install. Do an uninstall, then use Regedit, remove all entries for MM7 and try installing again.

    If that doesn't fix your problem, well at least you'll know you've made a clean start.
