There is a scenario in HOMM III called "Seeds of Discontent" that covers the founding of Harmondale. It consists of three related episodes: The Grail, The Road Home, and Independence. The story line is that after the war is over the Harmondale region decides to break away from the human kingdom. You must first find the grail and bring it to the city, then defend the place. The name "Harmondale" is never used, but the strategic map clearly shows that this is the area referred to and the hero of the scenario is named Welnin. In MM7, the church in Harmondale is the Welnin Cathedral.
