There are only 3 zones that have inns and no peasants and I hardly ever bother with Armageddon in Eel Infested Waters. I know that for years when I did multiple day Armageddons in Paradise and Kriegspire that I would camp out - by the well in Kriegspire and by the Temple of Baa in Paradise; I remember having 'encounters' in both those places. Somewhere along the line I concluded that monsters didn't regenerate hit points as long as you didn't leave the zone even if you rested at the inn, so I started using the inns in those places. It always seemed to work but then I would almost never clear either of those zones more than once or twice in a normal game.
So maybe they do regen to some extent or just some times when you rest at an inn and I just never noticed. I could probably test it out.
By the way, I think I 'might' have figured out the experience well in Kriegspire. It seems to depend on how many unspent exp points you have above your current level. If you have just completely trained up, then it appears that it will let you put in a large amount of gold, but if you have like 10 levels worth of points that you haven't trained yet, then it will only let you hit it a few times. That could be wrong, but I've checked it a few times and it seems to be consistent.
