Stunning

Some of you have certainly achieved a Master rank in Maces or Staves. As the master bonus, they are written to bestow "chance to stun the opponent equal to skill".

Has someone achieved stunning a monster? (by any means?) How is it supposed to work? (I presume it's forcing the monster into waiting certain amount of time units before being able to act again.) Does it really work? Can I check somehow whether a monster is stunned? (I know effects like petrification, paralysis and fear show their names under the monster's portait when you right-click it. But I don't know whether Stun does too.)

Also (if it works) (and should someone by some chance know) what should the phrase "chance is equal to skill" mean? Is it referring to the chance in %?
