wells and shrines work as you stated and without regard to your stats and as you stated the Pers/Int/Luck wells only work if the appropriate stat in <15. You failed to mention the Shrine of the Gods in Dragonsand which gives +20 to all stats and resistances.All wells and shrines are one time uses except the +10 stat bonus shrines. When you use the them first time (after getting the pilgramage quest from the seer), they give +10 to the appropriate stat. If your game goes longer than 1 year, subsequent uses give +3.
