hissing/static when audio plays

I don't think the AMD rx480 isn't the problem ....

    If your video card were giving off interference then you'd be getting it on other programs as well. I'm thinking that the most likely culprit is your sound drivers, and I'd guess that you're using on-board sound.

    If your sound circuits *are* on your motherboard, you're using the most recent sound drivers, *and* you're not using a laptop, then consider getting a sound card. They're cheap, reliable, and work better than on-board sound.

using HDMI audio

HDMI audio issues

    If you're not doing it already, you might try running the game full screen (un-windowed). {IIRC, MM9's native resolution is 800x600.) That would remove a lot of processing demands.
