I don't know for certain, but I suspect not.

TELP's 1.3 is there. I cant tell about 1.3a

    I looked in the files and found TELP's 1.3 patch. The date on the patch was the day before the release date of 1.3a. I downloaded the 13 to 13a update and applied it. All files updated except ART.REZ. The game starts and runs. Hope this helps!

Have played GOG version. Plays on Win7 64bit w/o having to minimize/restore at every new area load.
