Same Delay Issue

    WIN XP.
    DX 9.0c

I've got a vague memory from 'way back that other people have had trouble with boxes using the Athlon chip. Does anyone out there remember any of the specifics?

Can you turn off advanced processor features?...

    The problem *might* be with the way your processor is handling command processing or data management. If so, disabling one of the cores or forcing processing to occur in only one of the cores might do the trick. Just a wild guess, but perhaps worth the time to check out.
