But it's not all that obvious for a low level party because the natural regeneration rate is so low - twice 1 is only 2, whereas twice 30 is 60.

A point occurs to me; twice 0 is still 0. Try casting Regenerate on one of them, or find an item of Regeneration, and see if that helps
