My first ISP (IIRC they were called Celtic) was a total shambles. It was tolerable during the week, but the servers were guaranteed to fall over sometime on Friday evening and would not come back up until sometime on Monday morning. I was absolutely livid, wrote them a blistering email, and changed my ISP. IIRC one of the kindest things I said was that they were a bunch of incompetent cowboys, trying to run before they could walk. The ISP I moved to (called U-Net) were great until they got taken over by another crew. They were OK until they started to cut costs. That succeeded in degrading my service in a more sophisticated way, and the new owners were either unable or unwilling to put things right. Or rather, they did put things right for a time, but it wasn't long before something else would fall over. Maybe their other, bigger, clients were happy with them, but I wasn't. And the trouble they gave me about migrating was nobody's business! I had to get a friend (who was actually in the computing business) on to them, and it took a number of 'phone calls - including one of over 40 minutes duration - before he got somewhere.
