Cast invisibility, walk past the guards a ways. Save and reload the game. Now all the dragons should be friendly and you can touch them if you want. Just remember when sneaking past the 2 tunnel guards ( on your way in or out ) you need to be invisible or else everyone goes hostile.

I suppose if for some reason you do not have an air master still, you could buy 2 invisibility scrolls along your way to GG.
