| First, it's the only one you can't actually enter. Second, I suspect that he may have actually taken an orb, even though he's not acknowledged it - that happened to me in one of my early games. If you've been to all the other banks, report back to the bank that gave you the quest (Thronheim, IIRC) and see if you get the credit for completing it. Then try leaving an item or two in one of the strongrooms and see if that works. |
