You'll find in at the bottom of the lake towards the center of the map. The problem is that his model was set to spawn too close to the ground. Sometimes -- depending on computer speed -- it would try to spawn too low, fail, and be reset to spawn at coordinates 0,0,0. It then meanders downhill and ends up at the bottom of the lake. This problem was addressed in our 1.3 patch, but if you are using the patch then perhaps I didn't raise him up enough. You can talk to the captain at the bottom of the lake but that's a bit of a bother. It's probably easier to delete the Thorgard (not Thorgardcity) minisaves. That will force your game to start a fresh version of the map and perhaps the captain will spawn correctly.
