you have hit upon one of the major downsides to MM9. Once you have spoken to the promotion quest giver and completed the nomination process (either by saying nobody wants to be promoted or by nominating one or more of your party for the promotion), and are given the quest, there is no way to go back. You are stuck with what you said. There are no second chances for that particular promotion. So the only thing you can do is go for a different promotion. OR...if you know how to use a hex editor, or know anybody who does, there is a way to edit the game to fix this. But I do not know how myself, so hopefully somebody who does will see this message and respond.
