My level 32 Gladiator with Master Disarm Trap skill and 7 skill points, and wearing the Artifact Gloves "Latex" (+5 to Disarm) sucessfully disarmed the Dook's underwater chest.

It appears then, that about 25 points in Disarm is necessary to disarm that chest. My Gladiator had 26 - (3x7)+5
