I always thought that it was the Earthmen who colonised the galaxy, fell into barbarism, and are now clawing their way back up again, assisted by the few planets who by some fluke retained their knowledge bases. Did you ever read the Fredric Brown short story "Letter to a phoenix?" If not, I commend it to you. Its thesis is that the human race is insane, and it concludes with the following lines: "Only the mad destroy themselves and all they have wrought. And only the phoenix lives forever."
