I'm not so sure about that, it seems to me I'm seeing new goods in the stores when I go back to them after a while. However, it does seem that the quality of goods you can buy in a store is dependent on the location, ie in easier parts like Sturmford and Drangheim (hey, sturm und drang, get it???  ) they only stock cheap junk which is by and large no use to you at all.
